Resilience of territories: rethinking short circuits and food security

Former General Councillor of the Aude and Municipal Councillor, Pioneer of the Locavore movement in France, Volunteer Fireman, Auditor of the IHEDN (Institute of High Studies in National Defense), Advisor in local development and risk management, Trainer at the Higher Institute of Elected Officials, Author, Consultant, Stéphane LINOU has been describing for many years the various vulnerabilities of our food systems, now highlighted by the COVID.

He has carried out a premonitory study within “worlds that still speak to each other too little” (defense, agriculture, security, food, risks, civil society, local authorities, associations, consumers).

He analyzed an unthought, formulated answers to the question related to the “oldest subject in the world” which is the essential, but now forgotten, link between food and security. In particular, he has been working for several years to articulate the themes of resources, the security-defense continuum, governance, and adaptations, under the prism of engagement priorities and the saturation of security infrastructures.

He has thus published in June 2019 a book-investigation resulting from a Master’s research paper specialized in risk management on territories, entitled “Food Resilience and National Security” https://www.thebookedition.com/fr/resilience-alimentaire-et-securite-nationale-p-367243.html, winner of the prize “Preventive Information and Resilience of Territories” at the National Forum on Major Risks and directly inspired the Senate.

Designer of the first Specialized Masters course in France on “Collapse risks and adaptations”, inspirer and consultant on the integration of the risk of food supply disruption in the Communal Protection Plans, he points out the need to prepare populations and to enrich and broaden the Civil Security Modernization Law, in order to contribute to all actors, citizens and consumers included, being co-producers of collective security. He considers that the double carbon constraint (climate and energy) requires an active preparation of the populations and makes them aware, from the food, of the great challenges of the Anthropocene.

She gives her way of seeing care in “le Grand livre de la Tendresse” published by Albin Michel in 2002 and will soon publish a “coup de gueule”, “coup de Coeur”, a testimony of her experience on “the great sacrifices of the Covid” to change the care of the elderly with all the societal implications that this entails.
